effectiveness, efficiency and sustainability of WFP&#8217;s programme of work in Madagascar, while generating evidence, lessons learned and strategic recommendations to inform the design of the new Country Strategic Plan for Madagascar, scheduled for Executive Board approval in November 2028.\n  <\/div>\n<div class=\"field field--body mb4\">\n<p>The purpose of these terms of reference is to
