This publication examines federal and state governments’ own affirmative violations of FoRB. USCIRF has recommended Nigeria as a Country of Particular Concern (CPC) since 2009. The U.S. government’s designation of Nigeria in October 2025 as a Country of Particular Concern (CPC has increased international scrutiny of Nigeria’s federal and state governments and their ongoing tolerance or advancement of particularly severe religious freedom violations.
