
The Tanzania FtMA Phase II programme is a public–private, multi-stakeholder platform managed by WFP, designed to enhance the resilience of smallholder farmers (SHFs) by improving access to productivity-enhancing services and structured offtake markets. Interventions were organized around four pillars: (i) Farmer Service Centre (FSC) network building; (ii) enhancing farmer productivity; (iii) market linkages; and (iv) farmer and FSC digitalization.
The evaluation serves two complementary purposes: accountability and learning. Regarding accountability, it assessed the extent of achieving intended results and whether resources were used efficiently and appropriately. From a learning perspective, the evaluation identified good practices, operational challenges, and strategic lessons.
