\n This decentralized evaluation examines the World Food Programme\u2019s (WFP) support for smallholder farmers and food systems in Nigeria. Commissioned by the WFP Nigeria Country Office, it assesses Strategic Outcome 3 (SO3) of the Country Strategic Plan (CSP) 2023\u20132027, covering operations from 2022 to early 2026.\n <\/div>\n

The evaluation focuses on Strategic Outcome 3 (SO3), which\u00a0aims to ensure that “by 2027, targeted vulnerable households\u00a0and smallholder farmers in Nigeria have improved sustainable livelihoods and enhanced social cohesion derived\u00a0from food systems that are resilient to shocks, enabling year-round access to nutritious diets”.<\/p>\n

Key conclusions <\/strong>of the evaluation:<\/p>\n

1. The Country Office has a strategically relevant food systems approach,\u00a0but its translation into programme design and\u00a0implementation remains incomplete.<\/p>\n

2. SO3 interventions are highly relevant and deliver\u00a0meaningful household-level results, but these gains remain\u00a0limited in scale and uncertain in sustainability.<\/p>\n

3. Achieving more sustained and scalable outcomes will\u00a0require a shift towards more systemic approaches that go\u00a0beyond household-level support.<\/p>\n

4. The formulation and implementation of SO3 do not clearly\u00a0articulate or operationalize the link between resilience building and food systems development.<\/p>\n

5. Resources under SO3 have been used efficiently, but\u00a0design choices have limited the depth and transformative\u00a0potential of results.<\/p>\n

6. SO3 has contributed to gender equality and women\u2019s\u00a0empowerment, but structural barriers continue to limit the\u00a0extent and sustainability of these gains.<\/p>\n

7. Limitations in outcome-oriented monitoring constrain\u00a0WFP\u2019s ability to assess results, support adaptive management\u00a0and demonstrate impact.
