Research was reactive, fragmented, and hampered by diverging<br \/>\nregulatory requirements, incompatible protocols, and an infodemic that eroded public<br \/>\ntrust. Recurrent outbreaks of measles, Nipah, dengue, and diphtheria \u2014 including an active<br \/>\nmeasles outbreak in Bangladesh at the time of this consultation \u2014 underscore that research<br \/>\npreparedness is a permanent, not a pandemic-era, priority.<\/p>\n<p>With this context, the WHO South-East Asia Regional Office (SEARO) and CEPI co-hosted a<br \/>\nthree-day Regional Consultation from 14 to 16 April 2026 in New Delhi, bringing together<br \/>\nmore than 90 participants (both face-to-face and virtual) from all Member States, the SEARITAG, vaccine manufacturers, academic institutions, regulatory authorities, and<br \/>\ndevelopment partners. The consultation aimed to strengthen vaccine and immunization<br \/>\nresearch readiness during outbreaks and pandemics in the WHO South-East Asia Region by<br \/>\ndeveloping a framework for a responsive, well-governed, and collaborative immunization<br \/>\nresearch ecosystem. <\/p>\n<p>For this Regional Consultation, WHO SEARO developed a draft framework for Vaccine and<br \/>\nImmunization Research Preparedness, organized around six pillars \u2014 Basic Science<br \/>\nResearch; Clinical and Epidemiological Research; Health Research Governance; Vaccine<br \/>\nMarket and Manufacturing Research; Implementation Research; and Behavioural, Social,<br \/>\nand Communication Research \u2014 supported by five common enablers: data sharing,<br \/>\ndigitalization and AI, funding mechanisms, collaborations, and knowledge sharing. The<br \/>\nframework\u2019s overarching goal is to establish a ready-to-activate, coordinated, and resilient<br \/>\nresearch ecosystem enabling rapid, equitable, and effective responses to VPD outbreaks<br \/>\nand pandemics, while simultaneously strengthening routine immunization systems. <\/p>\n<p>The inaugural session highlighted the urgent need for a robust and ready immunization<br \/>\nresearch ecosystem in the Region. Dr Catharina Boehme emphasized gaps in timely<br \/>\nevidence generation during COVID-19 and the potential of the 100-Day Mission. Dr Kent<br \/>\nKester reaffirmed CEPI\u2019s partnership with WHO SEARO under CEPI 3.0, keeping the 100-Day<br \/>\nMission as the strategic north star. Dr Rajiv Bahl showcased India\u2019s readiness infrastructure<br \/>\n\u2014 the One Health Mission, INTENT trial network, and BSL-4 laboratories \u2014 as potential<br \/>\nregional assets. Prof. VK Paul, in his chief guest remarks, called on the Region to respond to<br \/>\nthe next pandemic \u201cnot scrambling, but with pre-established, well-tested, coordinated<br \/>\nsystems\u201d.
