This report examines quasi-state and nonstate armed groups’ unrestrained perpetration of religious freedom violations as a consequence of Libya’s chronic political deadlock. In its 2026 Annual Report, USCIRF recommended that the U.S. Department of State designate Libya as a Country of Particular Concern (CPC).
